eLatvia
is a socio-economic programme, which aim is by intensifying the
performance of the primary tasks for creation of the national information
infrastructure to increase the effectiveness and the competitiveness of
Latvia’s national economy in the global market, to accelerate the
improvement of welfare’s level of the society as a whole and of each
it’s member and thus to encourage a sustainable development of Latvia
In
the XXI century knowledge is becoming the main driving force for the
development in every field of human’s activity. It joins the scale of
economic values together with capital, technologies and workforce
basically by replacing materials, energy resources and muscle force. Human
as a holder and source of information and knowledge is becoming the
principal factor for growth of economy and creation of values.
In
line with stabilization of the principles and the processes of the
new economy, the society’s ability to create knowledge, to use it
for any process and activity including the traditional ones, is becoming
the base for development of Latvia. Evolution of the national economy is
promoted and general level of life increases. Consequently, general access
(complete, fast, easy) to information, ability to transform information
into knowledge, development of information services and their global
interoperability become necessary preconditions for the accomplishment of
economic and social tasks – increase of economic activities, creation of
new and well paid jobs, balanced regional development, equalization of
social and economic disproportions, creation of equal opportunities for
education and satisfaction of social needs.
